Dec 2 2006, 11:08 PM EST Robert S. Kerr, III was a state Representative in the 1980's and was Lt. Gov. from 1986-1990, when he gave up his seat to run for Congress, which he last in a primary run-off. He was also state Dem. Chair in the late 1990's (I believe). 1 out of 1 found this valuable.
