Once a bastion of Yankee Republicanism, Vermont has trended sharply towards the Democratic Party over the past 15 to 20 years, largely in part due to a great migration of left-leaning transplants from New York City and Boston during the 1970s and the 1980s. The presence of these left-leaning urbanites has transformed Vermont into what is now one of the most progressive states in the nation.

Chittenden (Burlington), Lamoille (Stowe), Washington, and Windham (Brattleboro) Counties have all become solidly Democratic over the past two decades, while Bennington and Rutland Counties are still politically competitive. The remote and sparsely populated Northeastern Kingdom counties, which lack much of the urban migration that the rest of the state has seen, still continue to vote Republican in many elections.

Due to its relatively small population, the entirety of Vermont is encompassed in a single district.
