This is Tom Delay's old seat, which he lost to the Democrats by claiming he was no longer a Texas resident. A lawsuit found that he was capable of standing for office unless he withdrew from the race, which he did (having already resigned from Congress). Now too late to get on the ballot, Shelley Sekula-Gibbs ran a write-in campaign as a Republican. More interestingly, she won the race to serve as Delay's replacement... for three weeks.
Sekula-Gibbs continued to keep this seat in the news when all seven of Delay's staff quit en masse just days after she arrived. According to the Houston Chronicle, these actions make her unlikely to prevail as the Republican candidate for this seat in 2008. Watch for a nasty primary if she doesn't go quietly.
