Foraker hopes the move will allow him to avoid a primary. As a Democrat, he would have faced Lt. Gov. John C. Carney Jr. and State Treasurer Jack Markell, both of whom are running for governor.
"Some of it is so I can get around the primary idea," Foraker said. "I can run on their ticket unless they come up with a candidate. And I feel the Independent Party represents my views a lot better."
