Background Information

New Hampshire's second congressional district is the larger (geographically) of the two NH districts. NH-02 is also considered more Democratic-leaning than NH-01.

While NH has traditionally been considered a reliably Republican state, it has in recent years seen a swing towards the Democratic side. In 2004, NH elected a Democratic governor, John Lynch and voted for John Kerry over George W. Bush. This trend continued in 2006, when New Hampshirites elected Democratic challenger Paul Hodes (a former attorney who had unsuccessfully challenged Bass for the seat in 2004) in New Hampshire's second district, over Republican incumbent Charlie Bass. Bass, who portrays himself as a moderate Republican and was originally elected in 1994, may challenge Hodes for his old seat in 2008.

However, in August 2007, when Bass was asked if he was considering a rematch against Hodes, the former congressman stated "I haven't ruled anything out, but, frankly, I think that if the election were held today, the outcome might be worse for me than it was last November. I'm not making any decisions at this point."
