Currently represented by Rep. Mark Kirk (R), who defeated Dan Seals 53%-47% in 2006.

There were unsourced rumors in the Chicago Tribune that Kirk might step down in 2008 in order to run for the state's senate seat against Sen. Dick Durbin. [1] Modern Vertebrate says, "If Kirk runs, it will be more of a convenient bailout from his increasingly Democratic district than a true challenge on Durbin, who enjoys a great deal of popularity in Illinois." DCCC will sit this one out until after the primary. The 3rd quarter financial filings tell the tale in this race. Dan raised more money than Footlik, but that's not the full story. Jay is a decent fundraiser, but LESS than 20 donors who live in the 10th District gave money to his campaign this quarter. Dan's donors overwhelmingly reside in the district. Seals has the support and enthusiasm of the grassroots - who are already work hard on his behalf. Footlik is basically a non-presence in the district.

Given Kirk's visibility over the BP Whiting permit issue, it looks like he may well be running. He at least seems to not have ruled out a run. (He also was visible at the local parades on the 4th and will be at the Lake Forest parade this weekend.) The Seals/Footlik dynamic is starting to develop. Both attended a local fundraiser for the 10th Dems at which Sen. McGovern spoke. Dan Seals was clearly the crowd favorite, but Jay Footlik is clearly not backing down. It will be interesting to see what the D3C does in the primary for this one.

I just came home to a Christmas card in my mailbox from Dan Seals, complete with photo of his family. No one else I donated to -- except for one DC council member, who won -- sent more than a holiday e-mail. Is this an indication that Seals is planning to run again?

I have heard from a reliable source that Kirk has called Durbin to say that he will NOT run for Senate. The same source speculated that Kirk may not run again - he hates the job and Dan's showing was a wake up call.
